Aurora Council Deadlocks on $1,500 Ethics Cap, Delays Decision

Budget Implementation Underway
The council passed a structurally balanced 2026 budget on December 9, 2025, that cut expenditures by more than $72 million from the prior year and created the city's first sustainability-focused roles. Those roles now require staffing and program decisions as departments begin carrying out the adopted spending plan.
Fiber Network and Housing Funding Continue
The city maintains ongoing financial support for the non-profit OnLight Aurora fiber network, which posted losses of approximately $270,000 in 2023 even after the city retired much of its debt using federal highway grants. At the same time, the 5-year Consolidated Plan directs approximately $1.4 million in Community Development Block Grant funds toward more than 80 projects that include low-income housing rehabilitation and downtown facade renovation loans.
Road Resurfacing Procurement Active
Early in 2025 the city issued a procurement request seeking engineering consultants for Phase III Construction Engineering Services on a federal road resurfacing project with an anticipated cost of $3.3 million. Selection of the consultant and oversight of the contract remain pending actions for council and staff.
Decisions Ahead for WRAP Committee and Council
The WRAP committee must now review the returned ethics proposal and determine whether to revise the contribution cap language or advance an alternative approach for a future council vote. Council members will also monitor spending reductions from the 2026 budget, allocate the Community Development Block Grant projects, and complete the consultant selection for the $3.3 million resurfacing effort while continuing support for the OnLight Aurora network.
